Hellenic Development Bank of Investments (HDBI) is Greece’s sovereign fund of funds, deploying public and European capital into Venture Capital and Private Equity funds alongside private investors. As a trusted institutional co-investor, it plays a central role in strengthening the country’s investment ecosystem, enabling effective public–private partnerships and building strong international alliances.

With €2.1 billion under management from the Public Investment Program and the Recovery and Resilience Fund, HDBI has backed 38 funds (as of July 2025) with total assets exceeding €2.2 billion.
